For Next-Gen the permissions are local to the project and you need to have access to the issues to see templates and the ability to edit issues to create/edit templates.  

Please note that Jira System Administrators have access to project administration even if they don't have "Administer Projects" permission. Similar to Jira, Issue Checklist allows System Administrators to perform actions that require "Administer Project" permission.
