If you don't have permission to view an issue then no occurrences of its key will be linked - instead they will be displayed as plain text.
To make reference to an issue include its key in item's content:
No other actions are necessary. Checklist automatically detects that you entered an issue key and renders it as a link to the issue. The link is rendered with issue type's icon and current status:
