In Clockwork, you can set up your Teams which can be used in timesheet filters and breakdowns but also display all users on your report, even if they do not have any worklogs reported.

All you need to do is:

1. Navigate to the Teams tab.

2. Click on Add Team.

3. Name the Team.

4. Assign a Manager or Lead.

5. Add add the Team Members.

6. Click Save.
